News & Events- State Budget--Senate Bill 850 to impact programs for people with disabilities in Pennsylvania! In our troubled economy, Pennsylvania state revenues for the current (2008-09) fiscal year are behind the official estimate by $2.6 billion, and it’s expected that the total deficit will be $3 billion by the June 30th end of the fiscal year. In February, the Governor proposed a budget for 2009-10 which attempted to balance spending and revenues. Senate Republican leadership believed that the Governor’s budget still contained too much spending. They introduced a budget bill, SB 850, which relies on dramatic cuts to balance the budget by bringing state spending below the current fiscal year by about $1 billion. After hours of contentious debate, on May 6, the Senate voted along party lines (30-20) to pass SB 850.
SB 850 now goes to the Democratically-controlled House. This is the early part of what is sure to be a very tough budget fight. It’s therefore more important than ever before that advocates let their legislators-- both the House and Senate, both Republicans and Democrats-- know their concerns.
Here are some examples of how specific disability programs would fare under SB 850. All numbers below are for state funds only:
